When Green Valley resident Joe Gallagher started his Prius last Friday morning, he could immediately tell something wasn't right.

The mechanic told him that thieves had stolen his catalytic converter overnight and, in the process, removed the whole exhaust system.

Gallagher is the latest local victim of a crime that has been on the rise nationwide.

Catalytic converter thefts have gotten so bad that Congress introduced a bill to tackle the issue.
